What does PeBeM change and what are the advantages?
The staffing assessment procedure (PeBeM) has been in force since 1 July 2023 and is gradually replacing the previous skilled staff ratio. PeBeM is based on so-called staffing ratios, i.e. the ratio between the number of people in need of care and the number of staff required. The procedure replaces the previous staffing ratio. For the first time, a standardised national assessment basis has been established by law.
PeBeM as a response to current and future challenges in care
In times of demographic change, PeBeM is intended to provide an answer to current and future challenges and ensure high-quality, professional care. Full inpatient care facilities must review the qualifications of their employees and, if necessary, retrain staff accordingly. At the same time, the structures of care facilities must also be adapted by PeBeM. This requires comprehensive personnel and organisational development measures.
Better working conditions and greater satisfaction in the nursing profession through PeBeM
A sufficient number of nursing staff to meet the actual needs of residents will also guarantee professional nursing and care work in the future. Sufficient nursing staff, appropriate qualifications and structured work processes should lead to better working conditions for all nursing staff and greater job satisfaction in the nursing profession.
PeBeM has also expanded development and career opportunities. A nationally standardised, 18-month generalist nursing assistant training programme is to replace the previously different nursing assistant and nursing assistant training programmes regulated by state law. - Carrying out treatment care measures
- Direct nursing care for people in need of care in accordance with the reserved tasks
- Managing the daily exchange within the team

QN 5 Nursing specialist with further training

- Development and implementation of services for people with special needs who require care
- Carrying out collegial counselling and guidance in the team
- Planning and implementation of specialised training courses
QN 5 Nursing specialist with additional qualification for management (according to § 71 SGB XI)
- Risk and error management, systematic recording, assessment and control of risks and errors
- Quality management and controlling
- Initiation of change processes
- Organisation and management of personnel in the context of personnel deployment planning and employee training
- Carrying out resident visits and satisfaction surveys
- Planning, conducting and evaluating staff appraisals, service meetings and passing on targeted information
